The indicated elevator flight control surface is inoperative. The REUs and/or hydraulic actuators or EBHAs on the indicated elevator are inoperative resulting in a damped bypass (float) or jammed position.
A loss of elevator will result in reduced longitudinal (pitch) control effectiveness and degraded lateral-directional (roll-yaw) control effectiveness.

a. Runway . . . Select runway based on minimum crosswind (less than 10 knots)
Use a landing distance based on VREF +10 KCAS landing speed to touchdown increased by 1.25 factor to account for the a shallow approach.
Wheel fuse plug release may occur due to added landing speed under combinations of high field elevation, landing weight and OAT.
b. Landing Distance . . . Recalculate with a 1.25 factor
c. Landing . . . Use shallow approach angle
Pitch trim should be used for additional pitch control authority when necessary.
d. Airspeed . . . VREF+ 10 KCAS minimum
